The goal hook runs when the block starts its player-destroy path. Correct tool, Silk Touch, and a valid drop are not required; trial spawners also satisfy the mob-spawner goal.

Set the underground exit count first
Bundle the goal with iron, coal, stone, lava, and exposed structure checks. Decide the exact resource count required by every overlapping tile before exiting; a second cave descent usually destroys the shared-cost advantage.
